Brief description of the proposal

Initial situation: Between 7 and 11 percent of the population identify as lesbian, gay, bisexual, trans*, intersex or queer (abbreviation: LGBTIQ*). At the same time, there is a lack of adequate representation and visibility in the city of Jena. For example, (socio-)cultural offers are almost exclusively organised by voluntary actors. As a result, on the one hand, there is a lack of low-threshold accessible information on the LGBTIQ* community, its realities and concerns for the general population. On the other hand, young people in the process of finding their identity hardly take positive role models.

Goal: Information about the LGBTIQ* community should be made accessible to the public, combined with a walk in the fresh air.

To this end, seven signs are to be erected: Six in the colours of the rainbow and one summary sign. The plates would be made by Lehrpfad Service, and the design would be done by Susanne Umscheid, who has previous experience in designing LGBTIQ*-themed. In order to address as many people as possible, the panels would be placed, for example, in Seidelpark and along Roland-Ducke-Weg, where many people go for a walk.

Opinion of the administration

The proposal is invalid.

Two aspects are decisive for this:

Firstly, the paradise is a park monument and the main feature here lies on the artistic exaltation of the floodplain landscape. Therefore, for the preservation of the cultural monument, the preservation or the restoration of the garden-artistic conception is essential.

Therefore, it is not possible in the paradise.

Secondly, the proposal is not feasible for financial reasons.

Since this is an installation in public space, which also has consequences under insurance law, the installation must inevitably also be carried out by the city. The costs for each pole or foot of each board are about 250-300€.
In addition, due to the almost daily occurrence of vandalism in the paradise, it must be expected that higher maintenance and care costs may arise. For example, cleaning graffiti costs at least 70€ and increases depending on the degree and type of spraying.
