Result of the vote
The valid final result was determined by the Advisory Board for Citizen Participation at its meeting on 19.11.2024. Of the 25 proposals that were available for selection, 15 can be implemented over the next two years. The remaining amount of €2,470 will be transferred to the 2025 citizens' budget in accordance with the regulations.

Introduction to the citizens' budget
What do a cultural trail in Löbstedt, speed displays in Closewitz and Münchenroda, a book phone booth in Winzerla and a barrier-free swing set have in common? All of these projects and 62 more can or have already been implemented thanks to the citizens' budget in Jena. Since 2019, part of the city of Jena's budget has been available exclusively for residents.
They can contribute their ideas as to which projects should be implemented with the budget. In the last five years, 297 proposals have been submitted. 128 of these were valid and all residents aged 16 and over were able to vote on them.
All valid proposals can be voted on again this fall. Over the years, residents have voted an impressive 5,792 times, selecting 67 projects for implementation.
The most important information on the citizens' budget
What is the citizens' budget?
The citizens' budget is a special form of participation for residents of the city of Jena. It gives them the opportunity to submit proposals for measures to improve the city. They then have the opportunity to vote on which of the proposals submitted should be implemented as part of the budget.
Proposals can only be submitted for measures that
- are in the area of voluntary tasks of the City of Jena,
- are not already included in the budget or business plan of a municipal enterprise and
- cannot be implemented through other financing options.
The carryover from the previous year means that a total of €100,470 is available for the 2024 citizens' budget.
Who can submit proposals?
Anyone who would like to help shape Jena is entitled to submit proposals for the use of the citizens' budget. The proposal must include the name and a contact option for any queries.
What requirements must a proposal fulfill?
Proposals will be put to the vote if they
- are received within the submission deadline (by 31.07.2024),
- the responsibility for implementation lies with the City of Jena (core administration and in-house operations)
- can be implemented within the next two years and do not exceed €10,000 per individual measure
- are not a measure or project that is intended to be permanent,
- the follow-up costs for maintenance, upkeep and management over the next 5 years are included in the budget costs of max. € 10,000,
- serve the general public and
- relate to the voluntary area of responsibility of the City of Jena, such as work with children and young people, senior citizens, culture, sport, etc.
Proposals from natural persons, provided they are residents of the city of Jena, can also be submitted for the benefit of associations, sponsors, organizations and institutions. However, only proposals that are either located in public spaces or in publicly accessible areas or are accessible to the general public free of charge can be implemented.
Proposals will not be put to the vote if they
- have already been budgeted for in the city administration's budget or the business plans of the municipal enterprises or
- are for the benefit of legal entities (e.g. associations, sponsors, organizations and institutions) that received funds from the citizens' budget in the previous year. This does not apply to the City of Jena (in particular the municipal enterprises).
The citizens' budget and the measures funded with it are part of democratic commitment and, in accordance with the Jena city program, may not discriminate against anyone with regard to ethnic origin, gender, religion or ideology, disability, age or sexual identity.
How can I submit my proposal?
During the proposal phase, you have eight weeks to submit your suggestions for how the budget of €100,470 should be spent this year. There are three ways to do this:
- Via the online participation platform: You can enter your idea here between 01.06. and 31.07.2024. It will then be published on the platform for all to see. Registration is required for the platform. This requires a user name, an e-mail address and a password of your choice.

How and when will the proposals be voted on?
All residents of Jena who are at least 16 years old can decide directly which proposals are implemented with the citizens' budget. Each person entitled to vote can cast a maximum of five votes. The five votes can be cumulated for one proposal or distributed among different proposals. The result of the vote is binding.
Voting can take place from 01.10.2024 to 12.11.2024 as follows, either
- on the online participation platform or
- Registration is required for the platform. This requires a user name, an e-mail address and a password of your choice.
- Votes can be cast via ballot papers, which can be handed in at various locations.
- The polling stations and places where ballot papers can be handed in will be announced in good time before the start of the voting phase.
