Participatory budgeting until 2018

The participation of citizens in the municipal budget has a long tradition in Jena. In its meeting on 11.10.2006 the city council decided on the gradual introduction of a municipal participatory budget and the development of a concept. In 2007 the first participation procedure was carried out. In 2008, the interest in participatory budgeting was so great that about 30 interested citizens got together in four working groups to stabilise the procedure and to develop a set of rules.

Since then, the Participatory Budgeting Working Group, in cooperation with the Participatory Budgeting Coordinator, has prepared an annual participation procedure. The evaluation and presentation of the survey results was carried out by representatives of the Ernst Abbe University of Jena.

The meeting of the participatory budget working group on 16.10.2017 was the last in this form. With the founding of the Advisory Board for Citizen Participation, the activities of the WG have been incorporated into its work. Three representatives of the WG are active as voting members in the advisory board. For organisational reasons, no participation procedure took place in 2018. For 2019, a new orientation of citizen participation in the municipal budget was discussed - from participatory budgeting to citizens' budgeting.
